I decided to let the article be the article, actual as it was at the time it was written.
I send you an update, as to continue the story and let the reader know how the situation is yet.
To your questions:
Yes there is a Best Smooth and a Best Rough Collie chosen as Collie Rough and Collie Smooth
are separate breeds with a separate breed standard, so both win a championship IF rewarded
with the rate Excellent! You cannot interbreed roughs and smooth, studbooks are closed.
FCI standard is the British Kennel Club standard, FCI takes the standard from the country of
origin.

The above article I wrote starting my career as breeder and exposant of American type collies
(including whites and white-factored collies) under FCI.
After showing our Ferry several times, and his offspring been shown a bit, with very different
results (!) I imported in 1997 from USA Wolf Manor Miss Blanche, a sable headed white girl
(once more, thank you Jack and Judy Wolf!).
At her first show she was disqualified in the ring and the judge’s written comment said:
disqualified because of mis-marking.
According to the FCI standard where no disqualification are pointed out at all this is impossible.
With help of my kylologic lawyer I wrote to FCI asking them if at any FCI-show a dog could be
disqualified on behalf of it’s colour or markings IF the breed standard does not describe any
reasons for disqualifications at all.
Very soon the answer came and said clearly NO this is not allowed. The advice was to complain
at the organising Kennel Club, this being the Dutch Raad van Beheer. So I wrote a complaint.
Six weeks later the answer pointed out that Blanche’s disqualification was not correct however it
could not be withdrawn.
As during this time some collie magazines all ready had published about this white collie being
disqualified I asked for rectifications and with positive results. After this “joke” all
owners/breeders of white and white-factored collies are able to show there dogs under FCI show
regulation without any problem.
Rates differ, but no one is disqualified ever after....

Lot’s of them have got the qualification Excellent and have been placed in there class.
You won’t hear me say that it is easy to breed or show American type collies (of all colours)
under FCI but it definitely is possible!!!!

How to Become a National or International Champion under FCI
The National Championship (CAC = Certificat D’Appitude au Champion)
is won by winning 4 times BOB or BOS on a CAC or CACIB show in the same
country. BOB and BOS win a CAC ticket, the second best of each sex wins
a Reserve CAC.
To become National Champion, you may replace one CAC by winning
4 Reserve CAC’s. CAC is given from youth class (from 1-18 months).
The last CAC must be won at the age of 27 months or older. You must win
your championship tickets under 3 different judges. The Specialty show of
your breed and the Winner-show Amsterdam count double.
The International Championship (CACIB = Certificat d’Appitude au
Championat International de la Beautee) is won by winning 4 times
BOB or BOS in 3 different countries under 3 different judges, winning at
least one CACIB in the country you are living.
One CACIB may be replaced by winning 4 Reserves, again for the
second BOB or BOS. Since CACIB is given from open class
(from 15 months up) a time period of 12 months is demanded from
winning the first until the last CACIB. That means, again that you never
can earn the title under 27 months of age.

I ask Lia if there were any updates to her article and below is her response.
I had a question as to whether the Smooth Collie and Rough Collie were considered
one breed or two separate breeds.
